Westbrook, who was listed as questionable but participated in Sunday's 36-7 loss to the Baltimore Ravens, continues to be hampered by ankle and knee injuries. He sat out practice the week leading up to the loss and managed only 39 yards on 14 carries while catching two passes for negative five yards.
The seven-year pro and Villanova product has already missed two games this season because of injuries and has not suited up for all 16 games in any campaign of his career.
This season, Westbrook has amassed 547 yards on the ground with six touchdowns in addition to 34 receptions for 213 yards and two scores for the Eagles, who are in last place in the NFC East with a 5-5-1 record.
Westbrook's replacement, Correll Buckhalter, also suffered a knee injury Sunday and did not participate in practice on Monday or Tuesday.
Samuel, a sixth-year pro out of Central Florida, suffered a neck injury in the first quarter against Baltimore but returned and logged one tackle in the contest. He has three interceptions and 27 tackles through 11 games this season.
Defensive end Darren Howard was sidelined for Tuesday's practice with a neck injury.
